Governor's Education Budget Highlights

WPU - Compensation and Operations increase $99,930,300
The 6% increase in compensation and operations funding will support salary increases for teachers and other school personnel, increased costs of maintenance and operations.

Block Grant to Local School Districts $49,965,000
For high priority needs as determined by the local district, including class size reduction.

Accountability $3,970,000
To help develop the curricula, assessment programs, professional development, software systems, and web site that will let parents, teachers, and the public know when success is achieved and when improvements are needed.

Incentives for Math and Computer Science Teachers $19,000,000
Incentive program for recruitment, retention, and retraining for secondary school teachers.

Reading $5,050,000
Continuing goal: To ensure that all Utah students are reading at or above grade level at the end of the third grade.

  • $4,000,000 for reading specialists in low-performing schools
  • $250,000 for limited English proficiency in alternative language services
  • $500,000 for literacy training in corrections education program
  • $300,000 for "Read-to-Me"
  • Encourage local districts to allocate more funds to reading programs
Capital Outlay $10,000,000
$10,000,000 additional to help districts accommodate enrollment growth

Supplies and Textbooks $45,600,000

  • $30,600,000 for textbooks
  • $10,000,000 for library materials
  • $5,000,000 to reimburse teachers for materials and supplies they buy for their students
Technology $20,035,000
  • $15,000,000 for switch technology and multimedia work stations at schools
  • $4,400,000 for technology equipment at schools
  • $250,000 for electronic high school course development
  • $385,000 for Office of Rehabilitation IT equipment replacement
Applied Technology $4,364,200
  • $3,500,000 for equipment
  • $500,000 for new medical, dental, and information technology programs
  • $364,700 to fund growth at the state's ATCs and ATCSRs

Other Proposals

  • $1,063,400 to the Schools for the Deaf and Blind for growth, transportation, and replacement of federal funds
  • $1,952,300 from state and federal funds for training people with disabilities
  • $1,125,000 for programs to increase graduation rates for minorities
