(Undated-AP) -- Recommendations made Monday by the US Olympic Committee's
special ethics commission on the Salt Lake City bribery scandal:
General
_Limit gifts from bid cities to International Olympic Committee members to
items of "nominal value."
_Pay travel expenses for IOC member to bid cities from central funds run by
the IOC or U.S. Olympic Committee.
USOC
_Open an independent office to oversee American bid committees.
_Bar bid and candidate cities from international assistance programs, and
strictly follow guidelines for USOC-run programs.
_Strengthen guidelines and contracts for bid and candidate cities.
IOC
_Elect a "substantial majority" of members by national Olympic committees,
international sports federations and other sports groups. Athletes and public
sector should select members representing those groups.
_Term limits and periodic reelection for members and leadership.
_Annual independent financial audits with results released to the public.
_Vigorous enforcement of strict rules on gifts, travel and expenses.
Government
_White House should be asked to consider naming the IOC a "public
international organization" under the Federal Corrupt Practices Act.
_Countries that fail to sign the Anti-Bribery Convention of the Organization
for Economic Cooperation and Development should be barred from playing host to
the Olympics.
