The government's preliminary report on the Los Alamos, New Mexico wildfire says several agencies are to blame for the blaze.
Interior Secretary Bruce Babbitt says problems began even before park service officials set a controlled burn to clear brush from forest areas.
Managers who put the plan together apparently didn't realize how complex the burn would be, and didn't have enough support crews involved.
The report finds fault right up the chain of command.

The Clinton Administration says it will compensate everyone who sustained losses in the fire.
As of Thursday afternoon, that 47,000 acre wildfire is only 60 percent contained. About 400 homes were damaged or destroyed in the fire.
