Wet weather may have contributed to the lukewarm turnout at a rally for the state's hottest ballot proposition.

A couple hundred people gathered at the State Capitol to show their support for proposition 5.

The measure would ammend the Utah constitution to require a citizens' initiative dealing with wildlife to gather a two-thirds majority to pass.

All other initiatives would continue to require a simple majority.
