SALT LAKE CITY SPECIAL BOND

Shall Salt Lake City, Utah be authorized to issue and sell general obligation bonds of the City, in an amount not to exceed Eighty Four Million Dollars ($84,000,000) and to be due and payable in not to exceed twenty (20) years from the date or dates of the bonds for the purpose of paying (a) the costs of acquiring, constructing and improving library facilities, parking facilities and related improvements and facilities, and (b) the costs of demolishing buildings (other than the existing library building) and constructing improvements in connection with the redevelopment of the library block (being City Block 37 which is bordered by the following streets: 4th South and 5th South on the north and south, respectively and 2nd East and 3rd East on the west and east, respectively)?

  • SALT LAKE COUNTY PROPOSALS AND PROPOSITIONS

    COUNTY PROPOSAL #1

    Shall the present governing form of Salt Lake County Government consisting of three County Commissioners be replaced by a "County Executive-Council Form" which separates executive and legislative powers as specified below?

    The proposed change would modify the present commission form of government by replacing the three at-large county commissioners with an at-large county executive and nine-member council. Six members of the council would be elected by district to staggered four-year terms, while three members would be elected at-large to staggered six-year terms. The proposed change would retain without change all other elected officials within the County (Assessor, District Attorney, Auditor, Clerk, Recorder, Sheriff, Surveyor and Treasurer).

    All Legislative and policy-making powers, including planning and zoning, ordinance, tax levies and budget approval, would be vested in a part-time County Council. All supervisory, administrative and day-to-day mangerial responsibilities would be veted in a County Mayor. The Mayor would serve full-time and have veto power over ordinances and budgets passed by the Council, which could be overridden by a vote of two-thirds of the Council.

    If approved by the voters, the proposed change would become effective January 1, 2001, with the new county officers being elected November 7, 2000"

    COUNTY PROPOSAL #2

    Shall a county service area by created, emcompassing the unicorporated areas of Salt Lake County east of the 1-15 freeway, for the purpose of funding the burial of existing and proposed 46 KV and 138 KV power transmission lines, with the authority to impose property taxes and issue bonds to fund such burial? The property tax shall be levied up to maximum of $25.00 per year for an average-valued residence for 30 years.

    PROPOSITION #1

    Shall the Utah Constitution be amended to: 1) require that, for the office of state senator or state representative, the three years of residency in the state be consecutive, the six months of residency in the person's legislative district be consecutive, and both periods occur immediately prior to the last date provided by statute for filing for the office; and 2) remove the reference to a specific date at which other eligibility requirements for the office of state senator or state representative are to be determined?

    PROPOSITION #2

    Shall the Utah Constitution be amended to repeal the provision regarding real and personal estate and property of married women?

    PROPOSITION #3

    Shall the Utah Constitution be amended to clarify the status, purposes, and beneficiaries of school and institutional lands held in trust by the state?

    PROPOSITION #4

    RESOLUTION ELIMINATING VOTING RIGHTS OF CONVICTED FELONS

    Shall the Utah Constitution be amended to prohibit any person convicted of a felony from voting and from being eligible to hold office in Utah until the right to vote or hold elective office is restored as provided by statute, and to modify language relating to the restoration of rights for other persons prohibited by the constitution from voting and holding office in Utah?

    PROPOSITION #5

    RESOLUTION ESTABLISHING WILDLIFE INITIATIVE NUMBERS

    Shall the Utah Constitution be amended to require a two-thirds vote in order to adopt by initiative a state law allowing, limiting, or prohibiting the taking of wildlife or the season for or method of taking wildlife?

    PROPOSITION #6

    RESOLUTION ON REVIEW OF TAX COMMISSION CASES

    Shall the Utah Constitution be amended to permit the Legislature to authorize any state court to adjudicate, review, reconsider, or redetermine any matter decided by the State Tax Commission or by any county board of equalization relating to revenue and taxation, including authorization for application back to July 1, 1994 under specified circumstances?
