The chief U.N. weapons inspector Hans Blix has told the Security Council that Iraq has not been completely forthcoming in its weapons declaration.
And now, senior White House officials say President Bush will formally declare Iraq has violated the U.N. resolution on disarmament.
The White House official says it is not an immediate trigger for war, but it does set the United States on a course toward war, perhaps as early as next year.
